if using windows go to your display or monitor properties screen, and look for something that says refresh rate and turn it up untill the lines go away, if that doesnt work your monitor might be going bad

Define "lines". Some are manufactured with a very small horizontal line or two but that's it. Try hooking up the monitor to another computer. If you get the same issue, the monitor is the problem. If not, it's the first computer.

well, either the screen is faulty, or maybe you are running some other equipment around the screen that is messing it up. my paper shredder does that to my tv. did you check out what was around your monitor?
