Refugees come into the country, begging as they have no shelter, money and status. They come either due to problems in their own country or due to some other social problems like ethnic persecution, ostracising or things like that.
NRIs are rich indians living abroad. They have plenty of everything and most of them invest in India for the betterment of indian society.

Refusees are normally penniless while NRIs are rich. Further, rufusees are influx into the country while NRI are outflux.

REFUSEE = n. Items or material discarded or rejected as useless or worthless; trash or rubbish.
