If you're wanting a lip balm with a little color, Neutrogena has a line of tinted lip balm called MoistureShine. I use it all year round. It goes on really smooth, helps keep your lips from chapping, and it comes in several shades.

I would try Carmex. It is medicated and really helps a lot. My lips get very very chapped without it. Also, avoid licking your lips since this can make it worse. If you do not have a humidifier in your home, get a small one and use it every night. It will improve your lips and over all condition of your skin.

Carmex is really good. Put it on at bedtime and it heals all night long. Reapply during the day and eventually you will soften up!

Use a super hydrating lip balm or consult a dermatologist because maybe you need something prescribed.
