If theyre on your legs, i would probably say ingrown hairs. Could be a rash of some sort also.

I have that, but more on my upper arms. I went to a dermatologist about it once. He said that it's just one of those things, possibly related to allergies, but no one's really sure. He called it "chicken skin". Heh. It's pretty common to see on people's thighs, upper arms, and backs. The doctor claimed that it's likely to go away as I get older. So far, so good, as it does seem to be fading (I'm 25 now, and he said by the mid-30s). He also said that, other than allergies, it may be a form of very dry skin, which would be why it's more noticeable in the winter. He did prescribe a cream, which I had to stop taking. It was strong and it caused a rash. That happens with the cream with some people, though not all. I have weird skin in general. I forget what's in it, though. Go to a dermatologist if you want to check it out, because you have to get a prescription.

They're most likely ingrown hairs (folliculitis). No biggie. Try an exfoliater on your legs.

could be that your hair is rubbing on your jeans. your hair follicles are irritated. shave them, they will go away. if not, see your doctor, and he/she will give you and antibiotic for the infection. it could be a bacterial infection of your hair follicles.
