It was in a girls question about how to get rid of bags underneath the eyes.

It's hard to say not knowing what context it was used in. If she was talking about "prepping" to put on make up or something like that then she would have been referring to "preparing". Typically, the word "prep" is short for "prepare". Or if she asked about an "eye prep" to get rid of bags she was most likely meaning the word "preparation".

Well, a prep can mean different things. Like nurses 'prep' their patients b4 they go into surgery.

A prep can also be a style describing someone. You know theirs 'geeks, jocks, and preps.' Preps are usually the ones who are always dressed in style, popular, have all the latest clothes, everyone knows them, wear skirts (for girls), wear button down shirts w/ shirts under them (girls & boys), wear pink (girls, and depending boys) just always have nice cute clothes, their hair fixed,good grades, cheerleaders, stuff like that =)
