Is it normal fom a girl to cramp for 3 weeks and it be so bad that she cant walk.

NO. This needs to be checked out by the doc as it could be something serious. This should have been checked out a long time ago.

this sounds a lot like what happened to me. i had these symptoms and had to miss a week or two of school because the cramps were so bad. i found out i had an ovarian cyst from my gynecologist. you should try and find a gynecologist and get it checked out. my regular physician couldn't diagnose it. in the mean time to reduce the pain, try using a hot water bottle on your stomach, drinking plenty of water, don't have caffine, and take some pain medication
