It's like Game Shark. Basically, it's a cheating device for consoles. With AR, you can download other players games and save it to your memory card/hard drive so that you don't have to play the game through to get everything. You can also enter codes to make your life easier, such as having invincibility, unlimited ammo, level select, etc.
