Neon Tetras (blue and red glowy stripes) and GloLight Tetras (orange glowy stripe) are probalby tied for smallest.

Both like to be kept in groups of 5+, in well established tanks that are at least 10 gallons.

neon tetras, rummy nose tetras etc... the tetras are small.
cherry barbs are loosely schooling fish.
