need help with finding product/idea for scrapbook which will not be too sticky, I can't get all the stick from the edges on small items run through a Xyron

Narrow double stick tape? How about one of those double stick adhesive runners that just makes a sticky line on the paper? I have used them with good results, and they go around curves too,if you are gluing letters and numbers.

You should just make sure you give the xyroned items a good rub over with your finger before removing any of the layers this will assure that the adhesive sticks where it touches the backing sheet and the thing you are trying to stick and causes it to separate cleanly. Glue pens are also good for this application. Adhesive erasers are a great tool to add to your scrapbook supplies for problems such as these.

Have you tried running a brayer over the die cut,before you remove the top plastic? Maybe if you ran your finger around the design, this would ensure the plastic will pick up the excess glue.If these ideas prove unsuccessful you may have to spray glue the design elements.

glue dots are the best the stay on for ever you just need one for a small cut out
