Not entirely sure what you mean. Russia doesn't have states but it does have regions (called 'oblast' in Russian). Moscow is in Moskovskaya Oblast (Московская область in Cyrillic)

I think since Moscow is the capital of Russia that it's in sort of a category of it's own like our capitol Washington which is not really considered a state but a part of the District of Columbia.
