Technically, Pete Wentz(Fall Out Boy) is the discoverer of them.
Ryan Ross(lead-guitarist and lyrics) and Spencer Smith(drums) formed the band(then Brendon Urie and Jon Walker joined after Brent Wilson was kicked out) and Pete Wentz got them the record deal and signed them to his label.

Yes, it is actually Pete who has his own label. Along with Panic at the Disco they have found many other great talents which I can't think of at the moment.
