It would have to be between NYC and Los Angeles because the traffic and congestion is unreal and the smog is terrible and both places have too many cars and people need to utilize public transportation more instead of always driving everywhere. Both cities are not that clean to begin with.

None of the Citys are bad to live in but New York is very very busy and crowded,California is very populated too but it has a very nice view of the ocean
