Both are.

You just have to use common sense when using tampons.

If you want to get technical, pads are safer, but tampons are more convienent. Tampons are better for activity and life in general but pads have no risk of infection, while tampons that are left in too long can cause TSS which can kill you. But their both incredibly safe options.

Pads are safer. No risk of toxic shock syndrome. However if you change your tampons as often as you are supposed to and use the lowest absorbency for your flow tampons are ok.

Both are safe. Do not forget to chaange the last tampon.( I know of a case where a woman forgot she had a tampon in and had sex with her husband. The tampon got jammed in and had to be removed by a doctor. Generally this would nt happen. Which ever is most comfortable for you is best.
