if applicant does no meet the requirement for education and general experience for the posted position. Or not enough experience in the specific field. Entry level position is a label created by HR to let applicants know the company does not pay much for the position. it does not mean no skills no experience acceptable.

Well, consider what area of employment the entry-level position is for.
For example, an auto shop might have an entry-level mechanic position, but you'd still have to have some knowledge of cars or trucks to be qualified.
You could be applying for a sales clerk position in a store and have absolutely zero people skills. I'd say that would make you underqualified.
Sometimes, also, the person doing the hiring may say that you are underqualified simply because he or she is unskilled at telling people they did not get the job and he or she is looking for the easiest way out. If this happened to you, I'm truly sorry. The best advice I can give you is not to let this get you down. In my experience, you wouldn't want to work there for that person anyway. Keep at it, I guarantee you'll find a job that works for you at a place that is fun to work at.

That's actually pretty simple. They lack the required education, job skills, etc. Also, they probably couldn't fill out the application correctly. Even entry level positions have requirements.
