you say them to people often. quotes will generate from movies, music, famous writers or poets or even people. i think over time. have you ever read the book frindle? it's about a boy who creates another word for pen. he calls it a frindle. one day he goes to buy a pen and he asked the woman how much the "frindle" was. "whats a frndle?" when he told her she would know and the word just went around. it also depends what the quote is and if it is a good one people will take into consideration.

A person says something funny or smart or interesting, and people remember it and they repeat it, and after a while when some people already know it, you can count it a quote...

well, they're usually words of wisdom from a legend's mouth making an impression on wise people who then quote these words to teach/impress the less wise

people put quotations around the words...... "like this" or if someone is talking and they want to do a quote..they usually put both the index and middle fingers of both hands in the air and do this bunny ear blink thing......( I can't show you)

hhhmmmm. Not real sure. I would guess maybe when they are repeated often by many people, and they just sort of catch on.
