He's seeing what else is available - he thinks you're not going anywhere and is taking that for granted.
You have a few choices here (some karmically better than others of course):
1) Ask him straightout "Do you want to be my boyfriend" - you need to get that sorted out so you can try and move on as hard as it might be.
2) If he doesn't reply Make him jealous - ask one of his friends out, if he confronts you, say that you like him, but sick of waiting!
3) Just move on - it might mean not hanging out with him for a while just to get some emotional distance...hang out with your girlfriends for a while.
It's a confusing situation, but if you keep it simple and straightforward it'll be easier for you.

I hate to say it, but it sounds like he's using you when it's convenient. It's probably not that he doesn't like you. He just wants to be single and have a girlfriend at the same time. This is basically what all men want, he just realized he can get away with it with you. What you need to do is start dating someone else and make it clear to him that you aren't going to be there for him when it's convenient. And once he realizes this, maybe he can finally make a committment to you.

Don't give him opportunity to act like your boyfriend if he's not. Don't hang out with just him, keep it in a group setting, if he asks why, tell him it's because you can't figure him out. Tell him that if he just wants to be friends, to act like it and cut out the flirting. If he wants to be more than friends, then quit acting like a stuck up jerk in front of other people. He either needs to grow up or get out.

3 years??? if it hasnt happened yet it probably wont. and if he acts like he doesnt care around your friends he may think its just a game.tell him how you feel i mean 3 years? what have you got to lose?

somehow, you have to make him realise that you're very important to him.
make him realise that he cannot do without you. and he should learn to treasure you, instead just being such a jerk, teating you like nobody's business.
