It is very possible... However it is more likley to happen in a very very small community.
Because the more people you add, the more influences you add. Each influence or personality enterd into the equation all influences the outcome of the societys "peacfullness."
But if you have a small, closed off community, it is possible to have a non-violent society. It really depends on the peoples actions and ideas.

Firstly, before you get a direct answer, you need to state what is your defination for violence. Does violence to you mean physical violence? Violence in words(like hurling abusive comments)? Media Violence?
Anyway, to give a general answer, Yes, this is possible, provided everyone in the society decides to play his role and live in harmony. Even a burglar be non-violent. He burgles because of some reasons; those reasons usually has to do with finance. If he does what he is supposed to do in that society(eg. he is born with a talent to draw), he can use his talent to build up the society, earn an income, and the police needn't use violence to go after him...
However, although it is possible, chances are very slim. People are born with creative minds. When something bores them, they'll tend to try something funny, which sums up to violence. Unless that something funny is both funny and constructive at the same time.

"violent" is relative, but there are animals....like bonobos monkeys....that live very peacefully..... Human's have trouble....but I know there's certain cultures that are very non-violent....but again...it's relative to size, economy, etc.
