Is there a language creator program or website? This is what I mean...?

Is there a web site or program that alows you to type something, then, hit translate, which puts it into another language, a made up one. Not like, English to Spanish, I mean, it just switches the letters around....Like this site. http://albhed.netfirms.com/
I want something like that, but, something that someone else made up...if that makes sense. I want to send an email to someone, but, other people read his email. So, I need something that will encode it so you can only read it from a site or program.

Of course there is but it's computer translation. Don't expect for perfect accuracy but at least, it may suit your initial campaign. Here's the address:
