Baby steps?
Okay..
Game companies seldom take ideas from outside. Mattel, Parker Bros., etc. They have folks developing stuff internally, so it's a hassle and near impossible to get them to produce your idea.
Do a check on line for companies that produce board game kits. You may find blank game boards and tokens, dice and spinners on line. http://www.google.com/search?hl=en&q=board+game+kits&btnG=Google+Search
When you have a terrific design and suggestions from your gamer friends and relatives, then ...
Do a search on the net for toys and games conventions where you may contact distributors who are looking for 'gems in the rough.' You may be able to do the convention with no full on stock of games. Just enough copies to play and show how terrific it is. If you've done your research and know how much it will take to make say a thousand copies, then sell it through the distributor at a wholesale price and rake in the dough.
If you opt to distribute yourself, you may want to take an ad in a magazine where likely buyers will appreciate your idea. Or put up an ad on eBay and see who bites?
Be prepared to spend several thousand dollars. If you really believe in your game, then get investors to help.
Good luck. And, remember my handle and send me a copy when you've made it big. .. along with 5% of the gross??

I would recommend three steps to get you along your way:
1) Go to http://www.bgdf.com. It's the Board Games Designer's Forum. Everyone there is doing or trying to do exactly what you want to do -- make a game and bring it to market. They have a bunch of great resources that you will need if you seriously want your game to succeed.
2) Though it is a little dated, I recommend getting and reading a copy of Brian Tinsman's "The Game Inventor's Guidebook" It has several great ideas in it, as well as some signs that you might want to design a game for all the wrong reasons Additionally it has profiles of several game designers, and talks about how they succeeded in bringing their games to market.
3) Make a prototype. Test it with friends. Tweak it a little. Then test it with strangers. Your friends and family won't want to hurt your feelings... but strangers are your actual market -- if strangers can't understand it without you explaining every niggling little detail while they play, or don't enjoy it, then you have serious need to re-tool your game.
4) Added bonus -- check out BoardGameGeek.com and look for games that might be like yours. Unfortunately, you might find that someone else has already made your game, or made a better version of your game. It's best if you find that out sooner rather than later.
Remember -- there are over 500 new games that come out every year that aren't Monopoly, Trivial Pursuit, Clue, or Sorry.

approach a game manufacturer and ask them about your game. They will probably ask for a demo. If they are happy with it, Your game goes into the market and you make $$$
If you dont know any game manufacturers, Then try advertising. Play the game with family and friends, with their friends and so on, and create a chain of game players. Someone will definitely get the game to the market.

I'd send it to a Game Manufacturing Company (ex. Hasbro, Parker Brothers, etc.) along with a message to see if it can get published - send them a letter as well as your board game. Wait patiently for a reply and see what they have to say.
Don't give up! Try different companies!
