I always thought they were tribal scars. Some African tribes mark their children's face as a way of showing they are part of the tribe, a rite of passage and because they feel it's beautiful. I may be wrong about Seal.

The 1st Answerer is right, he had or has Lupus. I guess he still has it because from what I understand, there's no cure for it yet.
