I am not in the business so I can not totally vouch for them, but they have an office on the fifth floor of the office building I work in (in Boston) and I have heard they are legitimate. I'm pretty sure this office specializes in children models.

No, but I do know how to tell the scam from the non-scam.
Non-scam agencies won't want to deal with you, will to get you to go away, but would never charge money for any reason. You'd be expected to get your own children's head-shots, they wouldn't arrange it.
The scam agencies are helpful, attentive, and will try to charge you for certain services.

www.tyrabanks.com has a list of agencys as well as tips. go directly to a modeling agency that is bigtime. if they want money they are fake if they keep saying no move on ..
