Yes, you can. Paypal will automatically convert the curency to Euros for you. I don't think they charge, at least, I don't remember them charging you for the service.

I'm wrong... Check out the 1st link below, they DO charge a 2.5% fee.
Also there is more info in the second link, it is the FAQ.

Failing to honour a prevailing bid could be against eBay regulations, yet a prevailing bid probably does not create a legally binding settlement so there is not something to sue on. eBay is in no way an public sale in the criminal definition so there'll in basic terms be a settlement if there is valid grant and popularity. My feeling is that the eBay bidding technique is in basic terms a negotiation wherein the fee is agreed and a pecking order of ability shoppers widespread. As in a save, the actual grant is made via the shopper on the checkout. yet despite if there's a valid settlement its not likely extremely worth suing. In any breach of settlement subject you have a accountability to mitigate your loss. this means you're able to desire to seek for yet another shopper. you could then in basic terms sue for the added expenses of looking a clean shopper, and any distinction in cost. eBay has techniques for making a 2d hazard grant if the unique winner falls by way of, so your expenses of looking yet another shopper would be minimum, as will the adaptation in cost. Given the time and fee in contact in criminal action it in basic terms is in basic terms not extremely worth your mutually as.
