It means that you are having an allergic reaction to whatever brand eyeliner you are currently using. Try Neutrogena or Physician's Formula to see if the reaction will stop. It is expensive, but it's worth it. If the redness continues, you may want to try changing your technique, such as being careful around the lower lid of your eye.

You're allergic to it! Stop using it and get some hypoallergenic stuff!
and also if you're lining the inside of your eye then you could just be irritating it in general. Stop. Line the outter part. That may seem weird, but it's what the professionals do. You will never see any make-up artist tugging down on the lower lid to put on eyeliner! it causes premature aging and sagging skin around the eyes. So just line the outside if you aren't already. ^-^

Your most likely allergic to it, or whatever ingredients that make up your eyeliner, there is something that oviously your body (skin, eyes ) arn't agreeing with.
I would choose another type of eyeliner or brand if I were you

You could possibly be allergic to whatever is in the eyeliner. Try making sure your eyeliner is hypo-allergenic. If that doesn't work, I just wouldn't wear eyeliner anymore. Is it really worth it?

You might want to look at the label for the ingredients in the eyeliner...you may be allergic to one of them. And ask your doctor what you can do.
