It depends...

...but 20min. is just impossible with all the stops. I live in RP and have taken the el downtown for years.

I'd say 45min is an optimistic average anytime around rush hours. Maybe a bit faster in non-rush, but even then I notice trains run a bit slower, and there are fewer of them, so you'll be waiting longer.

Note that Metra commuter rail is an option too here, too. The stop is at Greenleaf/Lunt just west of Clark. Gets you to Ogilvie station in west loop in 20min.

If you take the Red Line from Howard Street to downtown about 20 mins, but if you are on the Evanston Express you'll get there much faster.
