I'm not sure I understand your point. Pretty much every phone company has some form of line-rental. Phone companies have a large number of outgoings, which can include Employee wages, paperwork and office work, electrical equipment, line rental from the govenment (yeah, they have to pay the govenment in order to lease the bandwidths they use for their telephone lines), and also the maintance that they have to perform on the physical telephone lines.
The companies, whether BT or NTL, or who ever, have to recoup these costs.
BT do it by charging line rental to cover the maintance costs, and your phonebill charges cover everything else.
A different company may proclaim that they do not charge line rental. That simply means they recoup all their loses from the call charges you make each month.
But don't assume that the 2nd company is making any less money as a corporation than BT.!!

If BT is British Telecom (or some other phone landline service of similar nature), the rental charges pay for the capital invested in the outside plant as well as for its maintenance. These costs continue. Cell phones are taking an increasing bite out of the landline market, however, and you may wish to get one.

Line rental is charged by BT in advance and you are charged V.A.T.is this right i thought V.A.T.was not charged in advance. they have the power to do any thing.

you do have several choices you can pay no line rental but get charged more for making calls or pay line rental and pay less for making calls. there does need to be some money to keep the phones running they don't run by themselves

No opposition which means if you wanted a phone you had to use them different now and all the fat cats with big salaries will soon be out on there ear justice will be done
