Very few people have the ability to program keys. Your best bet is to have it towed to the dealer. No shams or scams there.

I program them here on the lot all the time.
Using the Tech II computer is the easiest, but there is a 30 minute procedure.
GM makes it take that long to deter thieves.
Not many of them are going to sit in your car for 30 minutes to steal it.
30 Minute Relearn Procedure
Use this procedure after replacing the following components:
• The PASS-Key III (PK3) keys
• The BCM
• The PCM
Important: This procedure is not available on vehicles equipped with option code (Z49).
If replacing a BCM with an GM SPO replacement part, perform the procedure to setup a new BCM prior to the 30-Minute Relearn Procedure.
With a master PASS-Key III key, rotate the ignition to the CRANK position.
Observe the SECURITY telltale. After approximately 10 minutes, the telltale will turn OFF.
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes.
Important: The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
With a master PASS-Key III key, start the vehicle. The vehicle has now learned the key transponder information and the PCM has now learned the fuel continue password.
With a scan tool, clear any DTCs.

30-Minute Relearn Procedure

Important: This procedure is not available on vehicles equipped with option code (Z49). (located in glove box-white label alot of 3 digit codes)
With a master PASS-Key III key, rotate the ignition to the CRANK position.(meaning try to start car and leave key in ON position)
Observe the SECURITY telltale. After approximately 10 minutes, the telltale will turn OFF. (small picture of lock on instrument cluster-maybe flashing)
Turn OFF the ignition, and wait 5 seconds.
Repeat steps 1-3 two more times for a total of 3 cycles or 30 minutes. (Except don't try to start car just turn to on position 2nd and 3 rd time)
Important: The vehicle learns the key transponder information and/or passwords on the ignition switch transition from OFF to CRANK. You must turn the ignition OFF before attempting to start the vehicle.
Once you have the key programmed.......buy a second key.
Put the programmed key into the ignition turn to ON, take key out and put second key in immediately and turn to ON. Now the second key is programmed as well.

I think a dealer scan tool has to be used to program or relearn a new master key. You really dont`t have a choice unless you know a GM tech that makes house calls.

I have been a mechanic for 12 years, sorry but you have no choice, you must tow it to the dealership and have them program it

key cost $45.00 and dealership will program it at no charge. I don't think you have any other options.
