Why does she walk around in public without a bra? Don't answer. My friend Connie Sue says that Victoria"s Secret IPEX bras will not let nipples show through what ever she is wearing. This could be one possible answer!

It is only gross if the person thinks it is. Hard nipples and such are natural. Yeah, most people will look, but still it is natural and something to be proud of.
Now if we can just get rid of the rest of the clothes...
Sorry myrmaad, sagging happens with or without a bra. A bra only hides the sagging. If all were braless, sagging would not be an issue.

Doesn't really bother me. The main reason I go braless is to get some extra attention, and hard nipples just makes that easier.

If you have a good relationship with her you could talk to her about it. Tell her that you don't think it is appropriate for her to dress like that. If you aren't comfortable with doing that or you try and she continues tell her mother so she can talk to your step daughter. Your suspicion that this isn't normal or healthy behavior is correct. She may be trying to get attention from you (but in the totally wrong way) or she might be teasing you (for various reasons). Whatever the girl's reasons it is inappropriate and either you or her mother should have a talk with her about it.

well I don't go braless but sometimes when i am wearing tight tshirt, my hard nipples are visible even if I m wearing a bra and I hate it.

No it doesn't really bother me but I know lots of girls who freak out about any nipple show. I always wear a bra. Going braless leads to sag.
She can buy petals to hide the headlights if it bothers her.
