No, just make sure the PC is "Vista Capable" and you get the option of upgrading the OS to Vista. If they don't give you the option to upgrade for free, then keep looking. You will find one.

If you need the computer now then go buy it. But if you can wait buy it after Vista comes so it comes pre instaled making it cheaper

I am 99% certain that you can install Vista "on top" of your Windows, so there's no reason to wait. Buy your computer, use it, as soon as you get Vista install it and you'll keep all your programs, files, etc
