I have DSL. The # it's coming through only has 2 ports, one in the basement, and one on the top level. I have a wireless network that does not reach from the basement to the top floor. Can I buy another modem and router and put that in the upstairs port and have a signal broadcasting from up and on from below?

No, DSL will not do that.

Well, it MIGHT work, but if one is already connected, the other will not be able to.

You'd be better off drilling a hole in the floor and dropping a cat-5 wire down. It would definately work, plus you'd get the added advantage of connecting the basement PC to the PC's upstairs.

it is NOT possible to have two modems and two routers on one dsl connection/one dsl account. it will have a conflict on the dsl signal. if you have a DIFFERENT phone number at the basement then you have attach another modem - you have to order a separate dsl connection for that. on one dsl account, you can only have one phone number. you should have only one modem and one router. purpose of having a router is for you to be able to use multiple computers at the same time to be connected to the internet while the modem (if you have a router) serves as medium for the dsl signal, it delivers it to the router. if you cannot connect wireless downstairs or at the basement, then make sure that your computer/s are configured properly in accordance with the wireless settings of your router (router is where all the settings of your pc/mac depends, so pls dont blame your isp), the physical position of your router is also important - you have to place it where it can be accessible to your computers whether your upstairs or downstairs

You can't split a DSL connection.
Get an extra access point and put that halfway between the router and the basement and the topfloor. That will should do the trick.

Besides what already said you could also buy wireless signal booster:
