If not is there some way of chipping it like a PS2?

depends on what ur psp says some will play them if there are not region coded. i bought my psp in the uk and i can play usa and japanese games. i would have thought you can. however, there are no chips for psp you can just software hack them search for downgrading your psp. also depends on what updates you have done your best bet will be to upgrade your psp to 2.7 and then downgrade it to 1.5 then you can also play games on your memory stick.

No you can't, but you can get your PSP chiped, it's illegal but you can play games from anywhere :-)
