It's not a word that people usually say, unless actually discussing punctuation.
If you were reading the above sentence out loud, you would drop the intonation at the end of "say", take a short pause, then resume talking.
If you were reading the above sentence out loud, you would drop and then raise the intonation for the word preceding the comma, take a short pause, and then move on to the next comma. etc.
When giving a speech, it is important to be aware of tonality as well as rhythm. And don't rush. It's a lot like singing.
