You have two choices. Just click the 'start' and then 'run' and type 'msconfig'. The last tab is 'startup'. Disable anything you do not want to start when your computer starts (I disable everything and if you really need it windows will force a start on it). Restart your computer and check the box to 'never show again'.
Or
Go to C:\windows\system 32\ magnify.exe. Just delete 'magnify.exe' and it will not start again. (you can just search for the file too.)

i suppose it would be the same as xp... fire up regedit, do a "runonce" search on keys; beside the keys you'll find there's always a Run too, select it and you should see a list of sw launched at the beginning; remove the items you are not interested in (hopely names of the executable will help you to understand which is the magnifier); repeat the search&distroy, since there are more than one Run key. another way could be to use a sw like ccleaner, that allows you to see which stuffs are run when starting the system. check also the item in the start-menu that allow you to launch application "automatically" when desktop comes. (i cant remember the name of the item, maybe something like "automatic execution" ...)

hmm, I'm not 100% sure on it but it sounds like it was put in the startup somehow, a nifty tool to use to remove startup programs is called Startup Control Panel

also from taht site another handy tool is called startup monitor
with it it will warn you of a program putting itself into the startup and you can either accept it to be added or deny it to be added
