Depending on where you live, most cities have ordinances that state people have to pick up after their dogs. Check with you local city clerks office or police department and see what restrictions there are for your town. When it happens again take a picture of the guy and dog if you can. If not get a full description of the guy and the dog for the police and tell them which way you last saw him going. Usually they will at least write him a ticket....he should get the picture then.

Unfortunately by letting your dog run out of control in a public place and trespass onto private property you are laying yourself open to fines. I think they were within their rights to hold the dog until Animal Control arrived to collect it. I think all you could sue the neighbour for is littering, if the dog poop was not from your dog. If his fence marker string was on the actual border between the properties then that too was OKL. The only time it would not be is if it was a shared drive or yard or where vehicles had a right to turn. This is a typical neighbour dispute which has started to run out of control. You either put up with it, build dog proof fences or move sell/rent somewhere new.

But seriously folks...Can you build a fence? Do you own a paintball gun? If the poop dilemma has become that serious and you are being heckled with poop, then freeze some paintballs and pepper the pooper owner, not the pooper..(It's not the dog's fault) Or, you can call the police. I myself would bag the poop, and follow the dog owner home and leave it on their lawn in a nice, un-manageable heap, with a crappy message of some sort. Good luck.

Check with code compliance in your city. Take a picture of the person with the dog in action and file a complaint. Also you can contact your city council person. This next one, I would check with the police to see if it is legal or permissable, ifso, I would gather the droppings, put them in a bucket and on a rainy day swish them around, pour them on the creep's porch along with a note advising them, "your forgot something." Let's just say you are being a good citizen and returning lost property.

If its an law that requires pet owners to pick up poop after their dogs, then its their duty to clean up after themselves. Im sure there is some one you can contact to if such person fails to do theiry duty, and more likely that person would be fined.

Im in the UK and always pick up after my dogs, it's so disgusting and irresponsible when people don't. They don't think about kids stepping in it when they are playing etc. I really hope you're able to prosecute the culprits.
