Sim City 3000- How do I turn off the "snap to" during the Thanksgiving parades? (Happy Turkey Day, by the way)

I love having the parades because I notice my profits rise considerably afterwards. However, I also like going about my business in the game. How do I get the auto-snap feature to turn off?

I don't see it under Game Settings. I tried turning off the "Snap to Disasters" button. I guess the parade isn't a disaster!
