So...what's the big deal? Does it interrupt your life what the neighbor's kids do? Are you worried the property value of your home will depreciate? This is a problem for the parent's to handle. Instead of being so quick and want to lock some ten yr old kid up in juvenile halls that are already backed up with kids committing murder, maybe you should write the kids parents a letter trying to be discrete.

ive always said a little pot never hurt anyone, but if youre trying to get him in legal trouble then call the cops while they are smoking, but to ruin a 11 or 12 yr olds record over smokin weed, doesnt make too much sense.EVERYBODY at some point in time has experimented with one thing or another, weed is a very common experimental party accessory

Be persistant with your police department. When the police caught up with the kid, he probably had no evidence on him. Watch this kid and his parents closely. He'll be busted eventually. I'm sure he is getting it from his parent's stash! Right now, the cops are more concerned about busting a meth lab. Good luck catching this little punk!
