If you are speaking only of symmetrical balance then yes! the composition is balanced by having the same shapes, colours, forms and tonal areas equally placed either side of an axis. It can also apply to proportion, eg: human body, legs,arms,etc. as in a sculpture.Think of the human body divided equally either side of a vertical axis. ie: the Leonardo figure in a circle. Asymmetrical balance is where a number of small areas balance a large area due to diffrences in colour, texture or tone, etc. Generally symmetrical balance is used in 2D design while asymmetry is more appropriate in painting.ie: landscape,etc.
