Puerto Rico is split into two sides
They have been given the option of becoming their own country, as the younger generation wishes, or becoming a US State, as the older wishes.
Puerto Rico enjoys the protection, currency, and governing of the United States, although they do have an independent ruling established.
It is most likely that, in the future, Puerto Rico will decide to be established as its own country, as the older generation dies off.

Puerto Rico is currently a US territory, but they have a vote every 3 or 4 years whether to
A: Become a US State
B: Become an independant country
C: Remain the same, just a territory
Obviously they have voted C in all the polls, so they are just a territory.

Puerto Rico has its own elected government, however, they were annexed by the US and still are! They are not an Independent country!
Puerto Ricans are US Citizens! Though they have voted three times and rejected three times, becoming a State!
According to the CIA Puerto Rico is another country we took by force!
Populated for centuries by aboriginal peoples, the island was claimed by the Spanish Crown in 1493 following COLUMBUS' second voyage to the Americas. In 1898, after 400 years of colonial rule that saw the indigenous population nearly exterminated and African slave labor introduced,
Puerto Rico was ceded to the US as a result of the Spanish-American War. Puerto Ricans were granted US citizenship in 1917. Popularly-elected governors have served since 1948. In 1952, a constitution was enacted providing for internal self government.
In plebiscites held in 1967, 1993, and 1998, voters chose not to alter the existing political status."

The US president is the chief of state but the there is an elected Head of Government (Anibal ACEVEDO-VILA)who runs the day to day governmental activities. Because the country is considered a commonwealth with US association many of the laws are similar to the US
