What I do before I put them up outside the home -- is that I, right after I take a shower (and while the bathroom is still warm and moist) hang the newly purchased icicle lights over the shower curtain rod -- and let them stay in there overnight.

The moisture and heat in the bathroom does most of the trick of straightening out the bends that are present from packaging.

How To Straighten Icicle Lights

That is a major problem with these lights - they come all curled up. I don't have any good tips to straighten them, except to say don't pull them down, it just creates shorts in the wiring that will cause you headhaches and unlit lights later.

Hang them up and use a hair dryer to heat them up. That should straighten them and as soon as they cool off, they will stay straight.
