Depends on what you want it for.
For office or school work, a fairly basic one from a good make like Dell or HP will do the job.
As for specifics, get as big a disk drive as you can - 60Gb maybe, and at least 512K of RAM.
It is very unusual not to have a builtin modem and Ethernet card, but worth making sure, so that you can get onto the internet.
As for operating system, I would go for Windows XP Professional Edition SP 2 instead of the Home Edition, as it is more flexible. If you want to get a bit exotic, Linux on a basic laptop is great, but more demanding from you in terms of supporting it.

if general emailing and chatting - anything will work
Games + Heavy duty - Suggest Core duo processor or AMD
General office work types - take the one which comes in the range of $1000 +
and if u want an awesome one - buy SONY VAIO or IBM / LENOVO T - Series...awesome..

I would reccomend Dell Inspiron 1501. It will give you a discount and it has a lot of memory on it.
