Sometimes in war movies they have tape on the windows in the shape of a cross, because they used the tape to limit the amount of shattered glass flying around in the event of an explosion, without limiting the view out of the window too much.

It's usually to stop all the glass blowing in to fragments. People used to do it in London during WW2 when the German version of Santa Claus used to drop Hitlers latest inventions all over us. It was called the blitz.
Fortunately the Germans have got over that phase now and it's we British that have the problem with a jumped up dictator -this time his name is Tony.
Anyway...... windows.....yes, it stops major fragmentation of glass.
P.S. for all you guys who think that it's an espionage technique: it might be a touch obvious don't you think? i.e. the neighbours might ask why have you taped crosses all over your windows. It attracts attention to your home so no spy with an ounce of common sense would do it. Cilvilians who've seen to many spy films and tv programmes would do it however and get burgled the next day, robbed the day after that and stabbed to death or kidnapped never to be seen again the day after that. Exotic methods like radioactive poisons etc. attract to much press attention....in case you didn't notice. The chalk mark or grafiti in toilet cubicle is more realistic these days and has been for the last 30 or more years.

Two reasons - first - when new glass goes in during construction they want to make sure people see it, as sometimes these openings are used to move material in and out of the building. Second, the fiberous tape actually will help prevent the glass from shattering during installation and also protects it somewhat from wind damage.

Either they're expecting a bombing raid by the Luftwaffe over London in the Battle of Britain in WW2 or they are plague victims. Or, they're trying to keep Count Drac away from their house. Sorry, the cross does not work you need a big steak and fries.

You're either watching the X-files or a war Movie where they don't have wired glass in the window..and would prefer it stayed there...

nuttykelly is right, Fox Mulder uses it in the x-files in many episodes to signal his secret contacts. Originally this was used with the "Deepthroat" character in series 1 and then "X" in series 2. Presumably his windows are permanently monitered incase he wants a meeting, but in his case its nothing to do with strengthening the window.

It means that they are about to get bombed. It stops the glass from shattering (keeps it in a big chunk).
