Actually, you should underline it, but if you see a newspaper and it's not underlined but in quotation marks, that's because the old type writers didn't have the ability to underline when newspapers were printed. Also, the underlining in the old days, when it came about, would smear when the papers were printed. So if you see book titles in new print, they'll be in quotation marks most of the time, but otherwise in italics or underlineds.
