Bush has one, conquer the Middle East and keep all the oil under Bush/Cheney control, all the while taking whatever they can get for themselves and their friends. Problem is, it won't work, and we will be left to clean up his incomprehensible mess. Bush and Cheney and their friends think they will escape with the plunder, but there will be nowhere for them to hide. It is hard to have a real policy other than market driven access that is good for all sides, when our own government is busy upsetting any balance that was possible in the Middle East. We will have to see if there is anything to be done after these insane men are forced to let go.

Well we do currently have an oil reserve that can only be taken from by governmental orders.

I wouldn't be surprised if Bush hasn't sucked it dry by now and given it to all his oil interests. That should answer the part of your question as far as giving Bush any authority over it. He should most definitely not qualify for any say-so in it.

I have never in my life mistrusted any president as much as I mistrust Bush.
