rock/ground types can use strenagth, as well as strong normal types (Kangaskan, Chansey etc.) and any 'streangth pokemon, pokemon with more raw attack power. in battle its used like any attack, it has 80 attack power with 100% accurary.

A lot of the stronger & larger pokemon are able to use strength to move boulders (typhlosion, feraligatr, meganium, etc.) Use the strength HM to teach the pokemon strength and get the appropriate badge to use this ability.
