It is a particle accelerator named LHC. That stands for Large Hadron Collider. It is part of the Antiproton Decelerator Facillity.

The antiproton decellerator (AD) is what they were calling the arrangement to cool down the antimatter and coollect it.

Its a enclosure called magnetic bottle to contain the skin of matter called anti matter.We are not really creating the substance called anti matter . The reason is that it already exists.
