The fact that he was born on February 29th Means that if he celebrates the date he was born rather than the number of years he has lived. A leap year is defined as one that is divisible by 4 except in a whole hundred when it should be divisible by 400. So between those dates (inclusive) we have the following years that were leap years.

1904
1908
1912
1916
1930
1924
1928
1932
1935
1940
1944
1948
1952
1956
1960
1964
1968
1972
1976
1980
1984
1988
1992
1996
2000

He would, therefore. celebrate 25 'true' birthdays but would be 101 years old in 2000. Such people are called 'leaplings' and officially celebrate their birthdays on 28th February or 1st March, but generally on 28th February.

However as there was no February 29th in the year 1900 this is academic since he wouldn't have been born.

James is telling you a falsehood! There was no such
day, because 1900 was not a leap year!
Century years(those ending in 00) are not leap
years unless their year number is divisible by 400.
So the answer to your question is: "Insufficient
data to determine answer".
