Chicago is the best place to live in since it's got the following:

*It's clean and accessable by public transportation
*You can eat at a couple hundred places that serve food from all cultures from Chinese to Greek
*You'll never run out of things to do since new stuff crops up daily and on a weekly basis
*You can take romantic strolls down Michigan Ave and along the lakefront and carriage rides around the city(LA doesnt have this)
*You can experience culture from all angles like in plays, movies, and concerts

Los Angeles is:

*Dirty and constantly trashed up
*Too many places that are movie themed
*Public transportation isnt that good
*Traffic is a neverending problem and congestion is an all day thing with no break in between
*It takes you forever to get to one darn suburb

New York is:

*Overcrowded and congested to no end
*Too many cars and too little use of the subway and bus system
*It's dirty and smells of trash when you walk down the street
*It costs too much to live there
*The only thing romantic to do is carriage rides and skating at Rockefeller Center(during the winter)

It all depends on where you are at present. Both Chicago & New York are in the East. Both has snow! while LA is hotter.

At present New York is at 41- 43 F
Chicago 35- 57
LA 48- 73

Another thing to consider is the cost of living.
New York is the most populated city in the USA at 18 million people, LA is next at 12 million & Chicago is the 3rd largest city in the USA with 3 million people.
Next is the means of transportation. You can take the subway in New York. I had seen the worst traffic in LA. An elevated railway travels around the business loop of Chicago.
Another to consider is availability of job in the area. I think this is the most important thing to consider. If you cant find a job, then it follows that how will you survive in that city.
Why not consider the suburbs near this places.
In the LA side, Corona, California is being popular since real estate here is lower than in LA.
In the New York area, try New Jersey City! In the Chicago area, Naperville is a suburb advised by its residents.
Consider also if you know somebody near that area! If it also good to know that somebody around cares for you.

That's a tough question, depending in part on what you're looking for. If you're looking for terrific weather, then you can't beat LA. If you're looking for big city congestion and New England lifestyle, then it's New York.

But to my mind, actually, the answer to your question is Chicago. Chicago has the combination of the two - it's a big city lifestyle, with terrific public transportation, but because it's a little smaller it doesn't have the tremendous crowds of New York or the stifling traffic of Los Angeles, so in spots it doesn't feel as big as it is. It's also remarkably cleaner than both of the other cities, and has an interesting combination of city and beach life that even Los Angeles has some trouble maintaining.

First, eliminate L.A. Everyone who moves to L.A. ends up hating it.

For ordinary people, New York is the best place for arts, theater and dining, but it has twice the cost-of-living as Chicago.

Chicago also has good arts, theater and dining to rival NYC. It's very livable, great for things to do in any season, and not nearly as expensive as NYC.

Chicago, IL wins.
