Not all...all the Final Fantasy games have Teen ratings, mostly for violence. Some however, have Teen ratings for other reasons as well. In FFVII, theres swearing, with small curse words spread out in the other Final Fantasy games. In FXII, there is partial nudity based on the attire of one character...so for a 9-12 year old...I wouldn't recommend it.
Final Fantasy is a really great RPG series, but they can be very long, most take 40+ hours to complete, and some have deep meanings that can be hard for younger players to grasp (but a 11-12 year should be able to...) But if the player is a 12 year old...FFX should be a good start. Though each FF depends on what you want the 9-12 year old to see. If you're easily offended by violence or swearing, you might not want to introduce them to it until their later teens.
But...if you're looking for a game series similar to Final Fantasy thats great for a 9-12 year old or any age. I highly recommend Kingdom Hearts 1 and 2. Theres little violence, no swearing and their both rated E. Its a really great game series with little to no bad content if you're worried about it.

if they have the staying power to complete it yeah cos the games last well over 40 hours of game play and can be quite difficult to master

No they are not because most games these days have violence in them and kids start thinking hey this has violence, let's go beat someone up, the game doesit, I guess it's ok.
