Don't think Cuba is very handicapped access friendly as they have not been building anything new in decades

Have fun! You can do it!

I had a stroke last year and I am still recovering

Hi.
I've been diving in Cuba and I met a lot of Cuban instructors. They are serious and well trained. At most they represent C.M.A.S international federation.
Surely, they can give you a course.I suggest to contact the hotel(Or your tour operator),in Cuba,in which you'll spend your vacation and to ask them specifically if you will be able to have the activity that you request, with them.

A note, about your safety(and consequent enjoyment) .Go first to a have a visit with a specialist in underwater medicine, just to know that everything is OK and that you can do underwater activities, breathing compressed gases.
Bring the certificate released from the specialist,to Cuba,to be shown to the diving instructor with which you'll do the activity.
This is the best that I can suggest, and I hope you will enjoy, diving in Cuba. They have very nice diving spots.

if your filthy rich e-me and I'll personally coach anyone anywhere on anything..Cuba is the best place for treasure diving that hasn't been picked over in the whole world thanks to Castro locking the country up for half a century
