These are three distinct areas of work.
Try contacting Equity (the actors' union) if you are in the UK.
There are reputable companies who do not charge but you might need professional head shots taken.
Acting agencies only take trained actors and work in the business is at an all-time low.
Extra agencies (walk-ons) are abundant but there's a few rogues in there.

The acting and modeling industry are located in New York City!
Many television shows are produced in NYC,
Many movies are filmed in New York City,
All of the major modeling agencies are in new York City,
If you want to model, you MUST live in New YorkCity.
