I'm also low on funds so I'm looking for one that isn't too expensive.

here is a good deal if you're low on funds. this Toshiba laptop has all what's needed. Core Duo processor, built-in wireless, DVD & CD burner, Media card reader, 14.1" display (so it's pretty light for lugging around). additionally you also get a bag and even an all-in-one printer for just $650.

Does the college require any kind? Mac, Windows, Linux ?

If it doesent i would get a Mac they are immune to viruses and you wont have to worrie about your computer crashing when u need it

if it requires windows, get a DELL DELL DELL DELL ROCKS!!
They are fast, dont use up a ton of battery life

ALSO!!!! get a verizon AirCard (you have to pay 50 bucks a month) It sticks into the side of a WINDOWS laptop and you can get the internet anywhere a verizon cell phone works it is a little slow. Also if the university has wireless internet be sure to get a built in wireless card then to turn it on there should be a button somewhere on it or on my Dell Latitude D800 you have to press the little FN key and then F3 (or the one that has a wireless symbol on it.

I would suggest this Toshiba laptop.
Although it is only 14.1 inches, for college the most important thing is battery life. With over 5 hours, this is fantastic.
Also note that Toshiba has one of the best tech supports of the well-known laptop manufacturers.

If you get a good computer (not a $500 disposable one), then try for the Dell D620. If you get that one, you'll get the better-grade tech support, and it will last for your entire college career.

I paid $1700 for my last one, including M$ Office Small Bus Ed.

I can suggest budget laptops such as Dell and Toshiba.
You also should do some shopping around on all the computer manufacturer's websites.

the apple lap top is good for a person who is going 2 college but in any color!
